Examine health policy development, implementation and evaluation processes –> There are five stages involved in creating and implementing a Health Care Policy in Australia using the policy as process approach to health care policy creation.

The first step is Problem Identification and Agenda Setting. During this first step issues that have been raised by the public, or other action groups that have garnered enough attention are raised to the political agenda for action.

The second step in the process is Policy Formation Policy formation is a largely political process where policies on the political agenda are designed or updated to suit the needs of the day, or political party of the day.

Policy Adoption is the third step, where a policy is finally enacted through the State or Federal legislature. The process of doing so depends on whether legislation already exists that would allow the policy to be enacted without any new acts of parliament, or if a Minister of Parliament can enact the changes without a decision of cabinet or whether it needs to pass through the House of Representatives and the Senate in Federal Parliament or the associated steps of the various State Governments.

Once the policy has been adopted, it’s then moved into the Implementation stage. During this stage the policy is put into place in the jurisdiction that it was designed for. It may change forms during this time to change how it impacts upon different groups, or to better suit its purpose.

Finally, the policy moves into the Evaluation stage. This stage is fairly straightforward, the policy is monitored to ensure that it’s working as expected, to determine its success or failure and to ensure that’s ultimately successful in achieving the desired outcomes.
